They are also out of round. I've read that some put adhesive back sand paper on the shoes to true the drum.

I did have them sand blasted to repaint. Bike was rode during winter months with salt on the road. Perhaps corrosion?

If this was not a flaw from when they were made, my guess would be corrosion as well.

You can take the wheel to a shop that turns drums and have it turned to true it up. They will need a machine that can swing a wheel that big. I would suggest that you check the rim for true first and make any corrections before you have the drum turned. This is because spoke tension plays a role in drum distortion.

I'd clan them up with a good solvent and after a good long dry time fill the voids with red locktite. It'll take some time to dry but it will anchor the inner brake race in place.

Rounding the drums with sandpaper isn't easy but it works very well. Get a roll of plumbers paper and some rubber cement. Tuck one edge of a strip of the paper under the leading edge mount of the brake shoe and lightly glue the rest of the strip on top of the pad. Set the brake adjustment to full off. Put the wheel on the rear and with the bike running in first gear slowly tighten the brake until you hear - ssh, ssh,ssh. Wait a bit and then tighten some more. You'll want to hear - ssssh, ssssh, ssssh.

Remove and clean several times during the process. You might also need a couple of paper changes.

Clean everything like a fanatic before your final reassemble.

I wonder if those two spokes that are just about centered on that gap are the root cause of the separation. Ivan might have tried to true a distorted rim with excessive torque on those two spokes. Since your engine is going to be the critical path on your bike now, you might want to take a closer look at those spokes.
