Lacing spokes M63 1967 Ural

Hi Comrades,
I am trying to lace my spokes on my 1967 Ural. It is the configuration with both long and short spokes. I removed and installed the spokes and have wheel on a wheel stand. Are the inner (short) spokes suppose to be torqued first and then the outer (longer) spoke tightened?
I think I generally understand how to tighten spoke if the wheel is oval but what about if the wheel wobbles from left to right about an inch or two. How can tightening spokes move the wheel sideways to correct this?
If I could find an old factory manual that might help and I could always get it translated. I am near Savannah, Ga. and I wonder if anyone knows a Ural mechanic there that can either do the work or provide me some answers so that I can do it.

It's the same as any other motorcycle or bicycle wheel, plenty of info and tutorials on the internet, no need for a Ural mechanic or translating Russian.
A quick google search will land you probably more information than you could possibly want/need.

I learned how to lace and true a wheel a few months ago.


These are 2 great videos by the same person, first showing how to lace a wheel and then truing it:
