Not at all clear in your definition of contact point.
Inside, outboard, front, back etc,?

I wonder if the wheel is laced with the wrong offset. A left turn loads the sidecar suspension enough to allow the wheel to move up into the fender and contact the bracket. Maybe a different wheel would clear the bracket?

Could be as simple as moving the offset away from the bracket.

I'm back in Massachusetts from Florida in about 3 weeks. If you don't have a resolution by then, I'm 65 country road miles south of you and fixing a Ural is as good an excuse for a ride north as any.

Thanks, that is very generous. I went to take a picture tonight and noticed that the bolt holding the fender to the frame, near the top of the shock, is almost touching the tire. It is within 1/32" from touching the tire. I think I will put a shorter bolt in and see if that eliminates the problem.
now I have to figure out how to remove the sidecar tire.... it can't be much different than changing a flat on your car. I will let you know if this fixes the issue

Drum brake sidecar was easy. Just the cotter pin and the big nut.
On your rig you have to move the caliper clear of the rotor to pull the wheel. I'm sure Ural site has video on wheel removal.

Update: I pulled the wheel on the sidecar and took a look. I am not sure, but I think the tire has been hitting the bolts from the fender rack when the bike was loaded down. I removed the bolts (they were 1-1/4" long and replaced them with 3/4" long bolts. hopefully it was something this simple, time will tell.

UPDATE, PROBLEM FINALLY FOUND!! it was not as simple as I thought.
As it turns out the sidecar swingarm is cracked, and the bracket near the axle is bent, this has caused the sidecar to lean away from the bike, causing the rubbing of the wheel... problem is nobody has a sidecar swingarm in stock. hopefully UralNE can help source one for me.

I am afraid that something is bent now from the crack flexing... I can weld it (TIG weld for a living) but I would rather put one on that I know is straight. (So far we cannot find one)

There was a year where swingarms were failing. Seem to remember someone saying there was an effort to lighten the frames by going to thinner stock. Wonder if this is why your S/C swingarm failed?
