Sounds like a good description of the Ural brand...
There have been several of this "restoration" outfits bikes showing up in the Greasy Wrench and other areas over the years as poor souls try to get them running. The restoration outfit grabs a bunch of parts that might kinda sorta fit and smooshes them together with a pretty paint job. A regular Ural can usually be brought up to running condition, these aren't always that successful.
On the earlier bikes from this outfit, the pedestrian slicers had different numbers that kinda worked as a makeshift serial number. It was possible to identify the series as they would appear on Craigslist, eBay and elsewhere. The shovel handle looking rear grab handle is a tell tale sign.
